على الرغم من ان الولايات المتحدة تعتبر حكومة ديمقراطية يحكمها الشعب  الى الشعب، لم تكن هذه الدولة كذلك على الدوام. فعند تأسيس  الولايات المتحدة، كان التصويت يقتصر على مجموعة صغيرة من الناس الذين يعيشون في المنطقة، وحتى هذه النخبة اقتصر تصويتها على بعض المناصب. وعلى مدار المائتي عام التي لحقت هذه الفترة ، تطور التصويت بشكل كبير مما سمح للمواطنين بالتصويت المباشر لمناصب أكثر فيدرالية مما فتح المجال  لوجود مصوتين من مجموعات كثيرة كانت تعتبر مهمشة.

التصويت كما هو مؤسس في الدستور

عند تأسيس الولايات المتحدة، اقتصر حق التصويت على فئة صغيرة من الشعب وهم الرجال البيض ذوي الممتلكات. وحتى هذه المجموعة الصغيرة من المصوتين تمكنت فقط من التصويت المباشر لأعضاء مجلس الأمة الذين ينتخبوا كل عامين و يمثلون مجموعة حكومية كبيرة ولهم فاعلية أضعف من مجلس النواب. فالنواب الذين يخدمون لستة سنوات عددهم أقل ولهم قوى اضافية في المحكمة العليا ويتم انتخابهم  عن طريق مفوضين من الولاية وليس عن طريق الشعب. و لم يتم التصويت لمنصب الرئيس ونائبه مباشرة من قبل الشعب، ولكن عن طريق مجموعة من المصوتين من كل ولاية وهي العملية التي تم تكوينها في “الهيئة الانتخابية.” والآن، الأحزاب السياسية تنتخب مواطنين لتمثيلهم في كل ولاية وفي يوم الانتخاب، ينتخب الناس مرشحي الحزب السياسي الذي سيمثل ولايتهم في عملية التصويت لمنصب الرئيس ونائبه. وهكذا، اتيحت الفرصة  لفئة صغيرة من المواطنين التصويت في الانتخابات العامة لأول انتخابات البلاد، وحتى هذه الفئة لم يتح لها التصويت المباشر للمناصب الأكثر أهمية.

التغيير في حقوق التصويت على مدار تاريخ الولايات المتحدة      

حدث أول تغيير كبير في حقوق التصويت في النصف الأول من القرن التاسع العشر. ففي عام 1850، لم يكن على المصوتين من الرجال البيض امتلاك الممتلكات أو موافقة متطلبات الضرائب حتى يحق لهم التصويت. وكانت هذه الخطوة الأولى فقط في مرحلة تغييرات كثيرة زادت من عدد من يستطيعوا التصويت بالاضافة الى المناصب التي يستطيعوا التصويت لها.

وعملت سياسة وجود مفوضين من الولاية لانتخاب النواب جيدا حتى حلول عام 1850 عندما ظهرت التقسيمات الداخلية والفساد وانعدام الثبات في عملية التصويت. وقد تم التشكيك في صلاحية انتخابات بعض النواب، الأمر الذي دفع  بعض الولايات الى عدم انتخاب نواب لسنتين او اربعة سنوات. واقترح فكرة التصويت المباشر للنواب في عام 1826، وفي الفترة من 1893الى 1902 تم اقتراح التعديل الدستوري لانتخاب النواب مباشرة سنويا في الكونجرس. وفي عام 1907، قررت ولاية أوريجون اختيار نواب ولايتها عن طريق انتخابات مباشرة، وفي عام 1912 انتخبت 29 ولاية نوابها عن طريق قرع حزبية أولية أو اقتراع عام.  النواب الذين تم انتخابهم مباشرة عن طريق اجراءات الولاية أيدوا التعديل 17 من الدستور والذي صدق عليه في 1913 و قد اتاح هذا انتخابات مباشرة على مستوى الأمة لاختيار النواب.

وتم الخلاف على موضوع معاناة النساء منذ بداية وجوده عندما سمحت ولاية نيوجيرسي للنساء التصويت ثم انكرت حقهم في هذا الأمر. وفي بداية حقبة العشرينيات سمحت كل من ولاية وايومنج، يوتاه، كلورادو والينوي للنساء بالتصويت بشكل عام في الانتخابات الرئاسية و في بعض المناصب المحلية. وفي 1919 بينما حصلت النساء على دورا أكثر فاعلية في المجتمع وكان الرجال يقاتلون في الحرب العالمية الأولى ، وافق الكونجرس على قرار بالسماح للمرأة بالتصويت. وصدق على التعديل ال19 في صيف 1920 وفي نوفمبر الذي لحقه، سمح للنساء على مستوى الأمة التصويت في الانتخابات العامة.

أحقية الأقليات في التصويت بدأت تقنيا في عام 1870 بعد الحرب الأهلية بوقت قليل مع التصديق على التعديل ال15. وهذا التعديل يحرم منع المواطنين من التصويت بناءا على ” العرق، اللون أو ظروف سابقة كانوا  فيها عبيدا (الذين كانوا عبيدا.) وعلى الرغم من ذلك، سنت بعض الولايات قوانين اضافية لتمنع الأقليات، وخاصة الأمريكيون الأفريقيون، من التصويت حتى بعد تلك الفترة  بكثير. وفي الفترة بين 1890 و1960، استخدمت الكثير من الولايات امتحانات معرفة القراءة والكتابة للحول دون تصويت الأمريكيون الأفريقيون. وغالبا ما تضمنت هذه القيود ما يسمى ب”أحكام الجد”: وهي احكام  تعفي الناس الذي تمكن سلفائهم من التصويت دون الخضوع لقيود عدم معرفة القراءة والكتابة أو ضريبة الاقتراع من هذه القوانين. وألزمت حركة حقوق المدنيين  لعام 1964 أن يكون امتحان القراءة والكتابة لمن تلقوا اقل من ست سنين تعليم ويكون امتحانا نظريا لضمان ان تكون الامتحانات عادلة وغير متحيزة، وحركة حق التصويت لعام 1965ألغت الامتحانات في الولايات التي قليل من الناخبين المسجلين.  تعديل ال24 من عام 1964 جعل ضريبة الاقتراع غير قانونية في الانتخابات الفيدرالية وقد تم توسيعه في 1966 ليشمل انتخابات الولاية عن طريق المحكمة العليا، قضية هاربر ضد فيرجينيا.

وفي عام 1960 خلال حرب فيتنام، غضب صغار السن حيث انهم مطالبون بالذهاب للحرب في سن الثامنة عشر ومع ذلك غير مسموح لهم بالتصويت او اختيار مسؤولين حكوميين من شأنهم ان يمانعوا فكرة ذهاب للشباب دون ال21 الى الحرب. وقد تظاهروا تعبيرا عن رأيهم رافعين شعارات تقول “كبير كفاية للحرب، كبير كفاية للتصويت.” وفي 1971 عالج الكونجرس هذه المشكلة وتحول سن الاقتراع من ال18 الى ال21.

قضايا معاصرة تخص عملية التصويت               

 الهيئة الانتخابية

هناك خلاف كبير الآن حول الهيئة الانتخابية. في هذا النظام، تملك كل ولاية عدد محدد من الأصوات بناءا على عدد ممثلي الكونجرس لديها. وهناك 538 صوت في الهيئة الانتخابية تتراوح من ثلاث اصوات للولاية الصغير الى 54 صوت لكاليفورنيا، اكبر ولاية ، ويجب على المرشح ان يحصل على 170 صوت ليتم انتخابه. وعلى الرغم من ان هذا النظام يشمل اصوات عديدة من مواطني الولايات الصغيرة، الا ان في حقيقة الأمر، اصوات الولايات الكبيرة ومتوسطة الحجم  هي التي تذهب مباشرة بسهولة لأي من الحزبين: الديمقراطي او الجمهوري التي يلجأ اليهما المنتخبين. وغالبا ما يزور المنتخبين هذه الولايات وقت الانتخابات، ويعاونوا او يصدروا تشريعات تفيد المجتمعات الرئيسية فيها.

نتيجة اخرى ترتبت على وجود للهيئة الانتخابية هي ان المنتخب يمكن ان يصبح رئيسا حتى اذا خسر الأصوات الجماهيرية. وتجلى هذا الأمر في انتخابات عام 2000 عندما فاز أل جور بالتصويت الجماهيري ولكن بعد المعركة القانونية وشهور من اعادة احصاء التصويت في ولاية فلوريدا، فاز جورج بوش واصبح رئيسا.

تراجع المصوتين

الولايات المتحدة بالمقارنة مع بلدان اخرى لديها معدلات منخفضة لتراجع المصوتين عن التصويت . في الانتخابات الرئاسية لعام 2004، 64% من المواطنين من سن ال18 واكبر قاموا بالتصويت مما يعد زيادة عن العام الذي سبقه. في هذه الانتخابات، حصل الرئيس بوش على 51% من التصويت الشعبي مما يعني ان 33% فقط من الشعب الأمريكي صوت للفترة الرئاسية الثانية لبوش والنسبة الأكبر لم تصوت على الاطلاق. ويبدو ان تراجع المصوتين يتجلى بشكل أكبر يوم الانتخاب لا يوم التسجيل لعملية التصويت. وبالرغم من ان 89% من المصوتين المسجلين  صوتوا يوم الانتخاب في 2004، الا ان 72% من المواطنين قالوا انهم سجلوا اسماءهم للتصويت.

ونسبة التصويت منخفضة بين فئة عمر 18-24. هذه الفئة لديها نسبة 58% من التسجيل للتصويت ونسبة التصويت الفعلية 47% فقط. وهذه ظاهرة معروفة حيث يعلم المرشحين ان المصوتين ذوي الأعمار الكبيرة يصوتون اكثر من فئات العمر الصغيرة. ولذلك يتحدث السياسيون في الاغلب اثناء الانتخابات عن موضوع الضمان الاجتماعي فضلا عن موضوع تمويل التعليم العالي ولهذا يشعر صغار المصوتين  انهم مستبعدون من عملية انتخابية لا تشملهم. هذا الى جانب ان صغار السن دائما ما يتنقلون بين الولايات ويغيرون مقراتهم مما يجعل عملية التصويت صعبة حيث يجب اعادة التسجيل للتصويت وفقا للمنطقة، او طلب تصويت غيابي في الانتخابات. وبينما تلاشت على مدار تاريخ الدولة الكثير من العقبات القانونية التي تعيق المواطنين من التصويت عامة او من التصويت لمناصب رئيسية خاصة  فان الهيئة الانتخابية وتراجع المصوتون عن التصويت يشيرا الى انه مازال المواطنين الامريكيين بعيدين عن العملية الانتخابية.     

On the American Economyحول الاقتصاد الامريكي  

One of the major issues in this election is the economy. The recent one-day collapse of stocks on Wall Street and the rush later to repair the economy was an example of how the economy affects the campaigns. Both of the presidential candidates talked about the problem and how to help the U.S. economy improve. 

احد اهم القضايا في هذه الانتخابات هو الاقتصاد. الانهيار ليوم واحد الذي حدث في اسهم الوال ستريت والمسارعة لمعالجة قضية الاقتصاد يعد مثالا على كيفية تأثير الاقتصاد على حملات الانتخاب. كلا المرشحان تحدثا عن المشكلة وكيفية مساعدة الولايات المتحدة في تحسين اقتصادها.

The Democrats tend to blame the economy’s problems on the government’s failure to regulate companies and major financial institutions. The Republicans support deregulation or less government control over the economy. They also tend to view the economy as basically strong and one that can be fixed with some minor steps.

ويميل الديمقراطيون الى القاء اللوم في ازمة الاقتصاد على فشل الحكومة في مراقبة الشركات و المؤسسات المالية الكبيرة. ويشجع الجمهوريون عدم مراقبة وعدم تحكم الحكومة في الاقتصاد. كما انهم يروا ان الاقتصاد في بلادهم قوي ومشاكله يمكن حلهل بخطوات بسيطة.

There are some major reasons why the economy is such an issue today. Lehman Brothers is an investment firm that went bankrupt in mid-September , and its bankruptcy was the largest in U.S. history. The bankruptcy and other fears led to the largest single one-day decline on Wall Street, where most stocks are traded in recent year. An even deeper collapse took place on Wall Street after the tragedies of September 2001.

هناك عدة اسباب رئيسية لكون الاقتصاد قضية اليوم. ليهمان بروزرس هي شركة استثمار افلست في نصف سبتمبر وكان افلاسها الاكبر في تاريخ الولايات المتحدة. الافلاس ومخاوف اخرى ادوا الى انهيار اليوم الواحد في الوال ستريت حيث يتاجر بمعظم الاسهم في السنين الاخيرة. وحدث انهيار اكبر في الوال ستريت بعد احداث سبتمبر 2001.  

The dramatic increase in home foreclosures is given as a major reason for the economy’s problems. In record numbers, Americans have been forced to leave their homes because they cannot pay their mortgages. Some say this is the result of greedy or careless companies that provided risky mortgages to people who could not afford the mortgages. They say that the government did not monitor companies that were providing these mortgages. A number of these companies have gone out of business as a result of this crisis.

الزيادة الضخمة في ديون المنازل اعطت سببا رئيسيا لتفاقم المشاكل الاقتصادية. احصائيا، اجبر الامريكيون على ترك منازلهم لعدم قدرتهم على دفع رهن المنزل. البعض يقول ان هذا بسبب الشركات الجشعة المهملة التي اعطت اقتراضات خطرة لأناس لا يستطيعون تسديدها. عدد من هذه الشركات خسرت اعمالها بسبب هذه الازمة.

Other reasons include the increase in Americans who rely on their credit cards to pay their bills, and the companies’ ability to charge high interest rates. Next to the increase in home foreclosure, many say the growth in credit card debt is another cause for the weak economy. Many workers are saving less money, making them vulnerable to economic insecurity.

اسباب اخرى تشمل زيادة عدد الامريكيون الذين يعتمدون على كروت الرصيد ( الكريديت كارد) لدفع فواتيرهم و قدرة الشركات على اخذ عوائد دفع عالية. الى جانب ديون المنازل، الكثيرون يقولون ان الزيادة في ديون الكريديت كارد هو سبب اخر لانهيار الاقتصاد. الكثير من العمال يدخرون اموال قليلية مما يجعلهم ضعفاء امام عدم الامان الاقتصادي.

A major debate among economists is whether there is a greater gap today between the rich and poor than in recent years. This has been the focus of studies looking at American’s economic mobility.

جدل كبير بين الاقتصاديون هو عما اذا كانت الفجوة بين الاغنياء والفقراء زادت في السنين الاخيرة. وكان هذا  الموضوع المحور لدراسات كثيرة حول الحركة الاقتصادية الامريكية. 

Experts also point to the increase in costs that American must pay for their health care as well as a growing number of workers who do not have health insurance. They also point to the decline in pensions for a large number of workers. They refer to this as a shrinkage in the blanket of economic protections for workers. The weakened economy has also led to a greater number of workers without jobs. In addition, wage increases have not kept up with inflation for some workers.

ويشير الخبراء ايضا الى زيادة التكاليف التي يدفعها الامريكيون مقابل الرعاية الصحية الى جانب ان الكثير من العمال ليس لديهم تأمين صحي.  ويشار الى هذا بالتضاؤل في غطاء الحماية الاقتصادية للعمال. الاقتصاد الضعيف ادى ايضا الى وجود عدد كبير من العمال بلا عمل. بالاضافة لذلك، زيادة الاسعار لم تتماشى مع التضخم لدى بعض العمال.

With every campaign, presidential elections have grown more expensive. The primary campaigns for the Democrats, for example, were twice as expensive when compared to all of the money raised as the same efforts in 2003-2004. This figure is from the Campaign Finance Institute;

مع كل حملة انتخاب زاد غلاء الانتخابات الرئاسية. الحملات الاولية للديمقراطيين على سبيل المثال زاد غلاءها الى الضعف مقارنة مع كل الاموال التي جمعت بنفس المجهود في 2003-2004. وهذا الاحصاء وفقا لمؤسسة تمويل الحملة.

Although the presidential campaigns in 2008 are receiving more money than before from small contributors, much of their money still comes in large amounts. You can look at the sources of this money to see which groups are favoring the candidates. There has also been a growth in the money given by groups that journalists and politicians describe as soft money. The difference between these and other groups is that they give their money for causes or issues. They do not donate directly to the parties or candidates. But in reality their donations support causes that are clearly linked to the parties and candidates. The two types of soft money organizations are called 527 and 501 c organizations. These names come from the laws that identify them.

وازدادت ايضا اموال التي تعطيها مجموعات يعرفها الصحفيون والسياسيون بالاموال السائلة. والفرق بين هذه المجموعات ومجموعات آخرى هو انهم يقدموا اموالهم لقضايا معينة. فهم لا يتبرعوا مباشرة لاحزاب او مرشحين. ولكن من الواضح ان اموالهم تساند قضايا متصلة بأحزاب او مرشحين. نوعا منظمات الاموال السائلة تسميا 527 و 501. وهذه الاسماء تأتي من القوانين التي تعرفهما.

Interest groups are very active in raising money and they use these fund-raising organizations to support their favored candidates. There are groups that are very broad and support liberal or conservative issues. And there are groups that have a much more focused interest. The growth of these organizations have been controversial and there have been efforts in the U.S. Congress to control them. They can play an important role in helping or hurting candidates.

نمو هذه المجموعات اثار الجدل وقامت مجهودات من قبل الكونجرس الامريكي للتحكم فيهم. فيمكنهم لعب دورا هاما في مساعد او ايذاء المرشحين.

Barack Obama is the first African-American running for the highest elected position in the United States. John McCain, if he is elected, would become the oldest president ever during his term in office. Sarah Palin is only the second women nominated as a vice-president. No women has ever been president. She is also the first candidate for a major political party running in the presidential race from the state of Alaska.

باراك أوباما هو أول أفريقي أميركي يترشح لأعلى منصب انتخاب في الولايات المتحدة. جون ماكين، لو تم انتخابه، سيكون أكبر رئيس أمريكي سنا في فترة الرئاسة. سارة بالين تعد فقط ثاني امرأة ترشح لمنصب نائب الرئيس. لم تكن المرأة ابدا رئيسا. وتعتبر أيضا أول مرشح لحزب سياسي رئيسي يترشح في السباق السياسي من ولاية ألاسكا.

Voters across the U.S. go to their election booths on the same day in November. Voters who cannot vote in their communities for different reasons such as travel or illness can send their votes by mail . The votes from every state are added up. In the United States, the President and Vice-President are not chosen directly. Instead they are picked by electors from each state. And each state’s votes depends on their population. That is why some can win more votes but lose because they have not won enough votes in the states. In 2000, Al Gore won more votes, but George W. Bush won more states.

يذهب المصوتون عبر الولايات المتحدة لأكشاك الأنتخاب في نفس اليوم من شهر نوفمبر. المصوتون الذون لا يستطيعون التصويت في مجتمعاتهم لأسباب مثل السفر أو المرض يستطيعون التصويت عبر البريد الالكتروني. ويجمع عدد الأصوات من كل ولاية. في الولايات المتحدة، لا يتم اختيار الرئيس ونائبه مباشرة. فيتم اختيارهم عن طريق منتخبون من كل ولاية. وتصويت كل ولاية يتوقف على شعبها. ولهذا السبب، قد يفوز البعض بأصوات كثيرة ولكن يخسرون لأنهم لم ينالوا اصواتا كافية في الولايات. في عام 2000، حصل آل جور على أصوات أكثر ولكن جورج بوش فاز بولايات أكثر. 

The candidates want to win the votes in the states with largest number of votes. California has the most 54. A candidate needs 270 votes to be elected. The candidates also target their campaigns at the critical states. They try to win states that traditionally support their parties and the states that shift their support. The states that are known to shift in either direction are called battleground states. Here the candidates hope to turn the direction of previous election. Some of these states today are Michigan, Wisconsin, and Ohio. But there are others. In a close race every state’s vote counts.

يريد المرشحون ان يفوزوا بالأصوات في الولايات مع أكبر عدد من الأصوات. كاليفورنيا لديها أكثر الأصوات، 54. يحتاج المرشح ل 270 صوت حتى يفوز. المرذحون أيضا يقصدوا حملاتهم في الولايات الهامة. فهم يحاولوا الفوز بالولايات التي عادة ما تشجع أحزابهم والولايات التي تغير تشجيعها. الولايات المعروفة بتغيير تصويتها في اى اتجاه كان تسممى ولايات  ارض المعركة. في تلك الأماكن، يأمل المرشحون تغيير اتجاه الانتخابات السابقة. من هذه الولايات الآن: ميتشيجن، ويسكونسن وأوهايو. ولكن هناك آخرون. في السباقات ذات التنافس المتقارب، صوت كل ولاية يعد هاما.

Anyone who is a citizen and over 18 y ears old. Women won the right to vote in 1920. In the 1960s, the government swept aside laws in the South that helped bar black voters from taking part in elections.

أي مواطن فوق عمر الثامنة عشر يستطيع التصويت. وحصلت المرأة على حق التصويت في 1920. وفي عام 1960، رفعت الحكومة بعض القوانين في الجنوب مما اتاح للسود من المصوتين المشاركة في التصويت في الانتخابات.

Why Congress Matters

لماذا يعد الكونجرس هاما

The contest is not only for the White House. Without support in the two houses of Congress, the President will have a difficult time achieving his program. In the current Congress, the Democrats contol the Senate by only a small margin, while the Democrats control the House of Representatives by a larger margin. It is said that local and state politicians ride into office on the tailcoats of the presidential candidates. That is, people who vote for a presidential candidate are likely to vote for the same political party in their local and state elections.

A number of voters in the U.S. do not take part in elections. عدد من المصوتين في الولايات المتحدة لا يشاركون في الانتخابات

Over the years, the number of persons who vote had been declining. In  2004 only 64 percent of those eligible to vote took part in the presidential balloting. That was a slight increase, however. But it gives the U.S. one of the lower turnout rates or participation rates among major nations of the world.

In this presidential election, there may be a change.

That is because the Democrats have been seeking the support of young voters, who have a lower rate of taking part in elections.

على مر العوام، عدد المصوتين تراجع. في 2004، 64 في المائة من من لهم الحق في التصويت صوتوا.  يعد هذا ارتفاع بسيط على الرغم من قلة العدد. ولكن هذا يجعل الولايات المتحدة احدى اقل البلدان العظمى عددا في المصوتين الذين يتراجعون عن التصويت. 

ولكن قد يحدث تغيير في هذه الانتخابات.

The Democrats are also hoping that African-American voters will take part more than before. African-American voters traditionally support the Democrats heavily. In several states, an increase in African-American voters may boost the Democrats’ chances of winning. Both parties are seeking the support of Latino or Hispanic voters. Until recently, Latinos supported the Democrats. But they began to shift their support to the Republicans, and President Bush benefitted from their support in the last election. There are also divisions among Latinos. They come from many places and so Cuban-Americans tend to vote more for the  Republicans while other Latinos might favor the Democrats.

Since President Ronald Reagan administration in the 1980s’, politicians and journalists have talked about Reagan Democrats. They are referring to working class voters who previously supported Democrats, but shifted their support to the Republicans. Working-class is a term that usually applies to lower middle and low-income voters. It also takes in blue-collar workers or factory workers. With the steady decline of factory jobs in the U.S., many of these workers have seen their incomes go down or stay in place.

In the primary campaigns, working-class white voters tended to support U.S. Sen. Hillary Clinton. Since Barack Obama’s nomination, American unions have thrown their support behind Obama. They have also spoken out about the race and urged their supporters to ignore racial bigotry and to accept Obama.

Unions in the U.S. overwhelmingly have supported the Democrats. In contrast, businesses have supported the Democrats. While businesses traditionally raised more money for the candidates, the unions are capable of providing more supporters for helping the candidates. American unions represent about 12 percent of all American workers, the lowest number in several decades. In recent years, the Republican party has gained more support from conservative Christian groups.

As Campaign Heats Up, Untruths Can Become Facts Before They’re Undone

From the moment Alaska Gov. Sarah Palin declared that she had opposed the infamous “Bridge to Nowhere,” critics, the news media and nonpartisan fact checkers have called it a fabrication or, at best, a half-truth. But yesterday in Lebanon, Ohio, and again in Lancaster, Pa., she crossed that bridge again.

“I told Congress: ‘Thanks but no thanks for that Bridge to Nowhere up in Alaska,’ ” Palin told the crowds at the “McCain Street USA” rallies. “If we wanted a bridge, we’ll build it ourselves.”

Palin’s position on the bridge that would have linked Ketchikan to Gravina Island is one example of a candidate staying on message even when that message has been publicly discredited. Palin has continued to say she opposed a project she once campaigned for — then killed later, only after support for it had collapsed in Congress.

As the presidential campaign moves into a final, heated stretch, untrue accusations and rumors have started to swirl at a pace so quick that they become regarded as fact before they can be disproved. A number of fabrications about Palin’s policies and personal life, for instance, have circulated on the Internet since she joined the Republican ticket.

No other campaign in recent history has raised such powerful questions about Americans’ views on race.  But the role of race is not new to American politics. The question of slavery nearly divided the country into two parts and led the nation in the Civil War more 140 years ago.

Barack Obama is a rare political candidate who has written two memoirs, describing in detail his life, political career and his roots. He is the son of a white mother from Kansas, a largely rural state in the middle of the United States, and a Kenyan. He had little contact with his father, who left his family when Obama was a child.

Early in his political career in Chicago, Obama faced challenges from some political leaders who felt that he was not close enough to the roots of the large African-American community there. He eventually won over their support by showing his connections to the community, and gaining the support of traditional black leaders in politics in Chicago.

The question of Obama’s ties to an outspoken black minister in Chicago became an concern during the primary. The minister, the Rev. Jeremiah Wright, was shown in videotapes talking to his church, critically about U.S. policies. Initially Obama supported the minister, but when Mr. Wright spoke out again in a critical voice, Obama distanced himself from the minister.

Within the African-American community, support has markedly grown, and Obama’s supporters have talked of record turnout by African-American voters at the election. They say their support may given Obama some states that had previously voted for a Republican presidential candidate.

How much he has among white voters is a major question. News reports and polls have pointed to white voters who have said that they would not vote for a black.  It is not clear how many feel this way. Nor is it clear whether white voters who tell pollsters that race is not an issue will vote differently when they go to the election booth.
